Health Plans Fund Public Health Initiatives
As a result of health care reform, enrollee premiums
contribute to state and community initiatives



Mechanism: 62J.041, sub.4. Monitoring of reserves

"Health plan companies in paragraph (c) whose reserves are less than the required minimum or more than the required maximum at the end of the fiscal year shall submit a plan of corrective action to the commissioner of health of commerce under subd. 7."

62Q.075 Local Public Accountability and Collaboration Plan

Sub.2 "Beginning October 31, 1997, all managed care organizations shall file biennially with the action plans required under section 62Q.07 a plan describing the actions the managed care organization has taken and those it intends to take to contribute to achieving public health goals for each service area in which an enrollee of the managed care organization resides. This plan must be jointly developed in collaboration with the local public health units, appropriate regional coordinating boards, and other community organization providing health services within the same service area as the managed care organization.

"Any revenues not needed to provide health care to members or maintain state-mandated reserves become health dividends for our communities: They are reinvested in disease/injury prevention and community health improvement efforts." (Nov. 12, 1996 flyer)

"The Council's mission is to improve health care quality, access and affordability by collaborating with each other and with other organizations in three areas: 1) community health improvement; 2) improving health plan policies and practices; and 3) public policy advocacy."

Allina:

  • Contract with school-based clinics in Mpls., and St. Paul $420,000 grant to Communities Caring for Children (training, software, concepts)
  • Donated a vehicle the Henn. Co. Syringe Exchange Program
  • Analyze, with Minnesota Department of Health, birth and death data of members for quality improvement
  • Two day violence forum
  • $250,000 from Allina Foundation for violence research grants
  • Pledged support for creation of a MN Metro Public Health Data Info. System

BCBS:

  • Took the Tobacco Industry to court
  • Northeastern MN Community Health Campaign - 6 month education campaign
  • Staff expertise to Dakota County for Substance Abuse prevention, research & eval.
  • Senior Citizen Information Help Line
  • Minnesota Action Plan to End Gun Violence
  • Itasca Heart Project - screened over 4500 residents
  • West Metro Work Group - assessment, outcomes research and proposal for funding.
  • Population Health Initiative -- start-up funding

HealthPartners:

  • Partners for Better Health (PBH): Identify people at risk for illness; Create and sustain behavior changes through partnerships with providers, employers, health clubs, public health agencies, grocery stores
  • Television Program on Metro Cable Network - airs twice a week
  • Research projects funded by the Group Health Foundation
  • Full catalog of health education classes
  • Study on antidepressants drugs for the elderly - 5 year study
  • Project IDEAL - funding through the Group Health Foundation.
  • Funding for the Health Futures Institute Population Health Initiative
